1. The basic requirements for the structural adjustment and development of the paper industry The overall requirements are: market-oriented, technological innovation as the driving force, efforts to improve quality, variety, and quantity, promote the enlargement and modernization of key enterprises, speed up the elimination of backward production capacity, and comprehensively improve The international competitiveness of the industry and the path of sustainable development will further build Zhejiang into a national advanced papermaking industry base.
The main goals are:
-- The total production volume and economic efficiency remain the highest in the country. By 2005, paper and board production reached 5 million tons, an average annual increase of about 10%.
——The production concentration has increased significantly. By 2005, 15 enterprises with an annual output of more than 100,000 tons will have reached 15 and the proportion of key enterprises will increase from the current 40% to 60%.
——The product structure is further optimized. By 2005, the proportion of industrial technical paper used in machine paper will increase from the current 15% to about 20%. The proportion of high-grade paperboard in the total amount of paperboard will be increased from less than 30% to more than 50%, and consolidated in the country. Leading position and replacing imports; information paper developed faster, and the proportion of high-grade production paper steadily increased.
- Effectively control and control pollution. By 2005, key enterprises will achieve cleaner production.
II. Policies and measures to promote the structural adjustment and development of the paper industry (I) Optimize the structure of raw materials, vigorously increase the utilization level of waste paper, and develop the integration of forestry and paper. Take out self-made straw pulp, use commodity pulp and waste paper as main raw materials as strategic measures; further expand waste paper import to ensure raw material supply for paper production; strengthen domestic waste paper recycling, improve waste paper recycling market system and management System, improve waste paper recycling rate; actively explore the construction of forestry and paper integration raw material base.
(b) Optimize the product structure and accelerate the upgrading of products. In accordance with changes in market demand, vigorously adjust the product structure. To further consolidate the development advantages of industrial technology supporting paper, to make refined products, to do large-scale; actively develop marketable, high value-added products suitable for the production of small and medium-sized enterprises, and take the road of development of many varieties and high-quality products.
(3) Optimize the technical structure and promote the technological innovation of enterprises. The establishment of a technological innovation system and operating mechanism based on enterprises will rely on technological progress to improve the overall quality of the paper industry. Establish a technology center to promote the integration of production, learning and research, actively develop high-intensity, high-yield, low-pollution pulping production technologies; actively develop low-quantity, high-quality, low-consumption, high-efficiency papermaking production technologies.
(d) Optimize the organizational structure of enterprises, actively develop foreign-funded enterprises and expand key enterprises. Based on optimization of enterprises as a leader, market allocation of resources as a basis, and capital management as a means, promote cross-regional mergers and acquisitions, develop enterprise groups, and increase production concentration; select and cultivate a group of “small and refined†and “small and special†companies. The small giant enterprises gradually form a new pattern of large-scale corporate conglomeration and the characteristics of small and medium-sized enterprises. They vigorously attract foreign investment, and actively, rationally use foreign capital to develop the paper industry. At the same time, it will fully expand domestic financing channels and further guide foreign private capital into the paper industry.
(5) Strengthen pollution prevention and control and promote cleaner production. The paper industry pollution prevention and control as the focus of environmental protection; the establishment of clean production demonstration enterprises, and actively promote the ISO14000 environmental management system certification and clean production audit. Actively promote the application of comprehensive utilization of resources, highlighting energy conservation and water conservation, and reducing the cost of pollution control.
The “Opinions†also lists the product catalogues that will be restricted and prohibited for development in the next few years, among which products that restrict development include: low-grade paperboard, low-grade corrugated paper, general culture paper, cellophane, etc.; products that are prohibited from development include: 34,000 t/a below alkaloid chemical pulp, 34,000 t/a semi-chemical alfalfa herb color paste.
