In accordance with the "Standardization Law of the People's Republic of China" and related laws and regulations, the National Toy Safety Series Standard GB6675-2014 (hereinafter referred to as the "new standard") will be implemented on January 1, 2016. In order to do a good job of the new standard certification and the conversion of the enterprise certificate that has been certified in accordance with the old standard, it is based on the relevant provisions of the “Notice Concerning Issues Related to Mandatory Product Certification in the Revision of the Standard” (KOKSUI [2005] No. 18). The relevant work requirements for the implementation of the new standards and CCC certificate conversion for compulsory certification of toys and some child stroller products are as follows:
First, the time and deadline for the conversion certificate
(a) Requirements for new certificates. From January 1, 2016, all designated certification bodies shall implement certifications based on the new standards and issue new standard certifications.
(b) The conversion of the old standard certification certificate.
Starting from the date of implementation of the new standard, certificate conversion work will begin. Companies can, according to their wishes, carry out certificate conversion work in advance. The certificate conversion work should be completed before December 31, 2016. Overdue conversion certificate will be suspended.
Second, the implementation of certificate conversion work
The certificate conversion work is in principle combined with the annual supervision work. For toys and stroller products that have been subject to compulsory certification according to GB6675-2003 (abbreviated as “Old Standard Standards”), holders of the old standard certificate should be subject to the next supervision and inspection. Submit a request for conversion of a new standard certificate to a designated certification body. According to the wishes of the licensee/applicant, the certificate conversion work can be performed separately without supervision and inspection. The separate certificate conversion should be completed in principle before the first surveillance inspection in 2016.
The factory supervised and inspected the passed and sampled products in accordance with the new edition standards and passed the new standard certification. The specific operating procedures are determined by each designated certification body.
Third, the work requirements
(a) Certification agencies
1. The designated organization should carefully organize the new standard certification conversion work and replacement work.
In order to ensure that the new standard certification and certificate conversion work are carried out smoothly, each designated certification body shall formulate specific implementation plans/procedures for this institution according to this plan, and take effective measures to notify the applicants and licensees of the plans/procedures in a timely manner. The holder of the standard certificate submits a conversion certificate application as soon as possible, prompting him to complete the conversion of the certificate within the prescribed time limit.
2. The principle of sampling.
The principles of daily supervision and sampling shall be implemented in principle in conjunction with the conversion of supervisory certificates.
3. Differential test sample size.
The certification body shall strictly control the number of differential test samples, and shall clearly and publicly publish the determination principles and plans for the differential test samples.
4. Promptly announce the organization's conversion certificate program/procedure.
The certificate conversion plans/procedures established by each designated certification body shall be publicly released before December 31, 2015, so that all requirements and regulations will be open and transparent, and they will be filed with the CNCA in a timely manner.
5. The report of the conversion result.
The designated certification body shall submit the certificate conversion results to the relevant authorities of the CNCA in accordance with regulations, so that it can be released to the public in a timely manner.
