EU SVHC high-concern substances have increased to 144

The European Chemicals Agency (ECHA) Committee of Member States (MSC) reached a consensus on June 20 to determine six substances as substances of high concern and added them to the authorized candidate list. At present, the substances on the candidate list authorized by the REACH Regulation have been increased to 144, a total of nine batches.

By investigating the comments received during the public consultation period and combining the certification documents of the substance's compliance with Article 57 of the REACH regulation, the Member State Committee (MSC) reached an agreement to add 6 substances to the authorized candidate list.

At the same time, MSC also believes that the four substances UV-350, UV-327, UV-328, and UV-320 should not be classified as SVHC. These substances were previously due to their high durability, high bioaccumulation or long-lasting, bioaccumulative and toxic properties It was proposed as SVHC, but due to the complexity of the application of cross-reference and evidence weighting methods, experts still need to further confirm the characteristics of the substance.

The six new authorized candidate substances (the ninth batch of SVHC) are: cadmium fifteenth generation fluorooctanoic acid ammonium salt (APFO); perfluorooctanoic acid (PFOA); di-n-pentyl phthalate (DPP); 4-nonylphenol , Branched or linear, ethoxy; cadmium oxide.

When the article contains SVHC and the percentage of SVHC in the article is greater than 0.1%, the recipient of the article or the consumer must provide sufficient and free information, including the substance name and its content, within 45 days. If the SVHC listed on the list after December 1, 2010 meets the notification requirements, the notification must be completed within 6 months after the listing.

If the SVHC notified substance is listed as an authorized substance, it is necessary to submit an authorization application 18 months before the specified date. After obtaining the authorization, it can continue to trade and use in the EU. If the substance is listed in the restriction clause of Annex XVII of the REACH Regulation, it is necessary to meet the relevant requirements of the restriction.
