It is understood that since the State Council adopted the "Planning" in 2009, many logistics companies have been calling for some policy adjustments in taxation and other aspects. For example, the larger the scale of logistics enterprises, the more provinces, cities and regions involved, and often have subsidiaries or branches in various places. Under the existing system, they often face some troubles of "double taxation".
In addition, the current business tax items divide the logistics business into two categories: transportation and services (including warehousing, agency, etc.). The business tax rate for transportation, loading, unloading, and handling is 3%, and the business tax rate for storage, distribution, and agency is 5%. In actual operation, various businesses of a comprehensive logistics enterprise are linked up and down, and it is difficult to distinguish between transportation and service income. The different tax rates for various businesses not only hinder the integrated operation of the enterprise, but also are not conducive to tax collection and management.
In some proposals submitted by China Federation of State to relevant state departments, tax reduction for logistics enterprises is also an important part, including the reduction of business tax on logistics enterprises by half, the reduction of business tax on link business, and the abolition of applicable tax rates for warehouse rental income of logistics enterprises.
In fact, while expecting more support from the government, logistics companies also hope that through their own development in different directions, they will change the current situation of high logistics costs and small and scattered industries.
