Li Xinli, Deputy Director of Shanghai Press and Publication Bureau. In his research, he discussed the development of digital printing as follows:
Although digital printing has begun to achieve rapid development, digital printing companies need a favorable external development environment if they want to promote the great progress of digital printing. During the recent survey of printing companies in Shanghai, the following three issues reflected by digital printing companies need to be brought to the attention of the government and relevant departments.
First, the problem of tax exemption for imported advanced equipment.
At present, private enterprises cannot enjoy the preferential policy of tax exemption for imported equipment. However, there are many private enterprises that are more willing to invest in the digital printing industry. However, the state-owned traditional printing companies currently have few digital prints. The digital printing equipment has been updated quickly, and a piece of equipment (about 5 million RMB) is depreciated in 5 or 6 years. Therefore, the development of new digital printing requires a lot of investment, and it is difficult for a small number of state-owned printing companies to support it. Therefore, if there is a favorable tax exemption policy on the introduction of advanced equipment, companies are more willing to invest in digital printing and actively develop new businesses.
Second, the issue of high-tech enterprise certification.
Some digital printing companies with advanced equipment, including some traditional printing companies, can be certified as high-tech enterprises. However, new regulations are now proposed, which makes it more difficult for digital printing companies to obtain certification. In our investigation, we found that some companies, especially digital printing companies, not only have good equipment but also have many design ideas. Digital printing has actually developed into an information value creation industry. In my opinion, how to enable digital printing companies to enjoy preferential policies for high-tech enterprises is a problem that needs careful study, because it will help encourage the development of digital printing companies.
Third, digital printing equipment suppliers offer a variety of services.
Digital printing equipment suppliers are now generally implementing all-inclusive services for printing companies. Because there is only one service method, it is difficult for printing companies to reduce costs when developing new businesses. Taking on-demand printing as an example, on-demand printing is a good development direction for publication printing, but the problem is that the cost cannot be reduced. According to a survey of a number of companies, an important reason for the cost reduction is full-package services. The implementation of all-inclusive services, black and white printing equipment supplier to receive a 5 cents -1 corner, a color printing a page to receive 6 or so, the cost is high. Therefore, digital printing companies are struggling to develop on-demand printing business.
In the international printing industry, equipment suppliers are generally required to provide a variety of service modes for enterprises to choose: one is all-inclusive service, one is to purchase consumables, and one type is third-party services. In a dispute in Europe, a large digital printing equipment supplier lost because it only provided all-inclusive services. Although equipment suppliers are not required to implement all-inclusive services for printing companies, they are required to purchase their consumables, while consumables prices are higher, and they are still unable to compete effectively. Many printing companies have expressed the hope that relevant government departments in China will take action to promote digital printing equipment suppliers to provide a variety of service methods to promote the development of the digital printing market.
