Time limit for application for sewage permit:

1. The sewage disposal unit that has been built and actually discharged shall apply for and obtain a sewage discharge permit before December 31, 2019;

2. The sewage disposal unit built after December 31, 2019 shall apply for and obtain a sewage discharge permit before starting the production facility or before actually discharging the sewage.

Since January 1, 2020, the pollutant discharge unit must carry out the discharge of pollutants according to the requirements, and discharge the pollutants according to the regulations. Otherwise, once it is discovered, it will be ordered to stop production and severely punished, and a fine of 2 million yuan can be imposed.

The newly-built enterprise (or project) shall apply for (or complete) the discharge permit before starting the production facility or before the actual discharge, and shall not discharge pollutants if it has not obtained (or has not changed) the discharge permit.

If it has been completed and actually discharged before December 31, 2018, but has not obtained a sewage permit, and if there is still no sewage discharge in 2019, it should immediately stop the sewage discharge, apply for a sewage discharge permit as soon as possible, and accept the environmental protection supervisor. Departmental punishment.

Under the premise of completing the permit issuance task in Hunan Province, the post-certification supervision work has also been fully rolled out:

1. Strictly investigate and deal with unlicensed discharges. The cities of Chenzhou, Zhuzhou, Hengyang, etc. in Hunan Province, which issued certificates in 2018 but did not receive the certificates on time within the required time limit, were immediately punished by the local environmental protection department, ordered to suspend production and rectification, and resolutely investigate illegal activities without evidence.

2. Execute report management after strengthening the certificate, and the bad information is loaded into the environmental credit system. In 2018, 199 companies in the province did not submit bad information for the implementation of the report to the initial evaluation system of environmental credit evaluation, and the implementation of the report was not completed on time and other bad information has been closely linked to the work related to environmental credit.

3. Carry out post-certification supervision pilots and strengthen departmental linkages. Taking some enterprises as the pilot targets, strengthen the division of labor within the internal departments of each bureau, and implement the post-certification management requirements to the responsible departments.
